Washington is known for its spectacular natural beauty — and much of that beauty sits on federal land. Three iconic national parks, four major national forests, and multiple military installations are all federal property where cannabis remains illegal under the Controlled Substances Act, regardless of Washington state law.

Cannabis is a Schedule I controlled substance under federal law. Possession of any amount on federal land is a federal misdemeanor punishable by up to one year in prison and a $1,000 fine for a first offense (21 U.S.C. § 844). This applies to everyone — tourists, Washington residents, and medical patients alike.

National Forests

Hiking East of Seattle? It's Likely Federal

The Mt. Baker-Snoqualmie National Forest covers most of the Cascade Range hiking areas accessible from Seattle. Popular destinations like Snoqualmie Pass, Stevens Pass, the Alpine Lakes Wilderness, and trails along I-90 and Highway 2 are on federal land. Leave cannabis in Seattle before heading to the mountains.

Military Installations

Washington has several major military installations. All are federal property where cannabis is strictly prohibited:

  • Joint Base Lewis-McChord (JBLM) — between Tacoma and Olympia, one of the largest military installations on the West Coast. Tens of thousands of service members and their families.
  • Naval Station Everett — north of Seattle, home to a carrier strike group and multiple surface combatants.
  • NAS Whidbey Island — on Whidbey Island in Puget Sound, a major naval air station.
  • Fairchild Air Force Base — near Spokane in eastern Washington.

Active-duty military personnel are subject to the Uniform Code of Military Justice (UCMJ), which prohibits cannabis use regardless of location or state law. Civilians on military property are subject to federal law.

JBLM Is Massive

Joint Base Lewis-McChord covers over 90,000 acres between Tacoma and Olympia along I-5. Visitors in the Tacoma-Olympia corridor should be aware of the base boundaries. Cannabis on JBLM is a federal offense. Do not attempt to bring cannabis onto the base for any reason.

Transportation: Air Travel

Do not fly with cannabis. TSA operates under federal authority at Seattle-Tacoma International Airport (SEA-TAC) and all other Washington airports. If TSA discovers cannabis during screening, they refer the matter to local law enforcement. Do not bring cannabis through airport security, even on flights within Washington State.

Leave It on the Ground

Use or dispose of your cannabis before heading to SEA-TAC or any other Washington airport. TSA operates under federal law. A federal drug issue at the airport is not worth the risk.

What Actually Happens If You Get Caught?

Federal law enforcement on Washington's public lands includes National Park Service rangers, U.S. Forest Service law enforcement officers, and military police. A first offense for simple possession on federal land is a Class B misdemeanor under 21 U.S.C. § 844:

  • First offense: Up to 1 year imprisonment, minimum $1,000 fine
  • Second offense: 15 days to 2 years imprisonment, minimum $2,500 fine
  • Third+ offense: 90 days to 3 years imprisonment, minimum $5,000 fine

In practice, enforcement varies. Some rangers may issue a citation rather than arrest for small amounts. But federal enforcement is unpredictable, and a federal drug conviction on your record is far more consequential than the ~$50 state-level infraction for public consumption. It is not worth the risk.

Enjoy cannabis legally at your lodging in Seattle, Tacoma, Spokane, or wherever you are staying. Leave it behind before entering any national park, national forest, or military base.
