Washington's Cannabis Retail Landscape

Washington was one of the first two states to legalize recreational cannabis, and its first retail stores opened on July 8, 2014. More than a decade later, the market has matured into a sophisticated retail network of approximately 600 licensed stores operating under roughly 471 active retail licenses. The Seattle-Tacoma metro area alone accounts for around 210 of those stores, making it the densest cannabis retail corridor in the Pacific Northwest.

The Washington State Liquor and Cannabis Board (WSLCB) regulates all cannabis businesses in the state. The WSLCB maintains an interactive map and downloadable license lists so you can verify any retailer before visiting.

The WSLCB licenses and regulates every legal cannabis business in Washington. Licensed retailers sell lab-tested, properly labeled products that meet state safety standards. Purchasing from unlicensed sources is illegal and potentially dangerous — those products are not tested for contaminants or accurate potency.

Medical Endorsements

Of Washington's approximately 460 active retailers, 302 hold medical endorsements from the Department of Health. Medically endorsed stores can serve patients enrolled in the state's medical cannabis authorization database, offering access to higher-potency products that meet DOH compliance standards. Medical patients are also exempt from the 37% excise tax, which represents significant savings.

Market Maturity and Pricing

Washington's cannabis market peaked at $1.47 billion in annual sales in 2021, but has since experienced an approximately 18% decline driven primarily by oversupply. The state's licensed cultivation capacity of roughly 2.6 million pounds far exceeds actual demand of about 1.1 million pounds, creating significant price compression that benefits consumers.

In response, the WSLCB has imposed a moratorium on new retail licenses, with exceptions only for social equity applicants. This means the current retail footprint is largely stable, and existing stores are well-established operations.

Local Opt-Out Authority

Washington law allows local jurisdictions to ban cannabis businesses within their borders or adjust buffer zone distances (with the exception of mandatory buffers around schools and playgrounds, which cannot be reduced). Some smaller cities and counties have opted out entirely, creating areas where the nearest legal retailer may be in a neighboring jurisdiction.

Know Before You Go

  • Age requirement: 21+ with valid government-issued photo ID (any state or country)
  • No residency requirement: Out-of-state visitors purchase under the same rules as Washington residents
  • Tax: 37% excise tax plus state and local sales tax brings the total to 44–50% depending on location. Medical patients are exempt from the excise tax.
  • Payment: Cash is the primary payment method. Most stores have ATMs on-site.
  • No delivery: Cannabis delivery is not currently legal in Washington State
