The Washington State Liquor and Cannabis Board (WSLCB) administers 6 cannabis license types under RCW 69.50. All license types share the same fee structure: a $250 application fee, $1,381 initial license fee, and $1,200 annual renewal (RCW 69.50.325). Social equity licensees have all fees waived through July 1, 2032. Note that the WSLCB is currently under a moratorium on new applications for most license types — only the Social Equity Program provides access to new producer, processor, and retailer licenses.

Producer License

The Producer license authorizes the cultivation and harvesting of cannabis. Producers grow cannabis plants and sell harvested material to licensed processors and retailers. Producer operations range from small outdoor farms to large-scale indoor cultivation facilities. All producers must comply with WSLCB regulations on cultivation practices, security, and traceability reporting.

Moratorium status: New applications not accepted except through the Social Equity Program.

Processor License

The Processor license authorizes the processing, packaging, and labeling of cannabis products for sale to retailers. Processors purchase harvested cannabis from licensed producers and create derivative products including concentrates, edibles, topicals, tinctures, and pre-rolls. Processors must comply with manufacturing standards, testing requirements, and packaging regulations.

Producer-Processor License

The Producer-Processor license combines cultivation and processing under a single license, allowing the holder to grow cannabis and process it into finished products. This license streamlines operations for businesses that want to control the supply chain from cultivation through product manufacturing, without the need for separate licenses.

Retailer License

The Retailer license authorizes the sale of cannabis and cannabis products directly to consumers age 21 and older. Retailers must verify customer age for every transaction, maintain compliant point-of-sale systems, and follow all packaging, labeling, and advertising regulations. Retail locations are subject to the 1,000-foot buffer zone from schools, playgrounds, parks, recreation centers, child care facilities, transit centers, libraries, and arcades (WAC 314-55-050).

Retail License Cap

Washington law (ESSB 5403) limits any single person or entity to a maximum of 5 retail licenses. This cap prevents concentration of retail operations and supports market diversity.

Moratorium status: New applications not accepted except through the Social Equity Program. 69 total retail licenses have been made available through the equity pathway.

Transportation License

The Transportation license authorizes the transport of cannabis products between licensed facilities. Transporters must maintain detailed manifests, use tracked vehicles, and comply with WSLCB transportation security requirements. While licensees can transport their own product between their own facilities, the transportation license is required for third-party transport services.

Research License

The Research license authorizes the possession and study of cannabis for research purposes. This license is designed for academic institutions, laboratories, and organizations conducting scientific research on cannabis. Research licensees operate under specific WSLCB protocols for acquisition, handling, and reporting of cannabis materials.

Vertical Integration Ban

Washington law imposes a strict vertical integration ban under RCW 69.50.328. Retailers are prohibited from holding producer or processor licenses. This structural separation means:

  • A retailer cannot grow or cultivate cannabis
  • A retailer cannot process or manufacture cannabis products
  • Producers and processors can hold both license types (via the Producer-Processor license), but cannot also hold a retail license

This ban distinguishes Washington from states like Michigan and Alaska that allow vertical integration. It was designed to prevent market consolidation and ensure a diverse supply chain, but it also limits operational flexibility for cannabis businesses.

HB 2681: Potential Fee Changes

Pending legislation HB 2681 would authorize the WSLCB to adjust license fees based on the Consumer Price Index (CPI), with changes potentially taking effect starting July 2027. If enacted, this would allow fees to increase incrementally over time to keep pace with inflation, replacing the current fixed fee structure established in RCW 69.50.325.
